General Rules

The Rules are designed to provide an orderly framework for the administration of Contests presented by Hong Kong Louie.

Children under 18 years of age are not eligible to win Hong Kong Louie Contests. If the jurisdiction of your domicile provides by law a higher age of majority, those below that age are ineligible to win Contests.

Residents of Quebec, Canada are not eligible to win Hong Kong Louie Contests. (Go fix your government!) Residents of other jurisdictions that have laws or rules that purport to oversee or allow interference in to whom Hong Kong Louie may give his money are likewise ineligible.

Only natural persons may enter Hong Kong Louie Contests, and a person may only enter once in any single contest.

Players are under no compulsion or obligation to enter Contests. Who enters does so willingly for any of the infinite reasons a person would enter. If you have ANY reservation about entering a Contest, do not do so. There is no cost of any kind to enter an Contest.

Before entering a Contest, a person must determine if his or her entry would violate any national, state, province, commonwealth, local or other law. Entries in violation of any law are void ab initio. Void entries are ineligible to win Contests.

Correct names and current addresses must be provided at registration. Hong Kong Louie does not share this information with anyone, except, in the case of Contest winners, the United States Internal Revenue Service. Providing ANY false or incomplete information at registration voids the entry. Void entries are ineligible to win Contests.

The names and addresses of all winners of prize money are reported to the United States Internal Revenue Service. Prize money is taxable, must be reported on income tax returns, and tax must be paid on it. Countries, states, provinces, commonwealths, and other various jurisdictions also levy taxes. Entrants must determine if they are subject to such taxes, and if so, must pay them. Responsibility for payment of all taxes lies with entrants, who are solely responsible for such payments.

Prize money for Hong Kong Louie Contests will increase over time. At some point prizes will exceed the U.S. IRS threshold amount for withholding a percentage of the prizes. Winners of these prizes will be notified by certified mail and email that they have won. The IRS requires that Hong Kong Louie remit the required withholding funds along with the name, address and social security number (if applicable) of the winner. Upon notification, winners must transmit their social security numbers to Hong Kong Louie in a manner acceptable to them (i.e., by certified mail, encrypted email, etc.). On receipt of the information, Hong Kong Louie will forward it, along with the amount of the prize withheld, to the IRS. This information is NOT kept online. It is kept on paper records, safely stored. Only winners are required to provide their social security numbers, and Hong Kong Louie shares these with NO OTHER PERSON OR ENTITY except the IRS.

Hong Kong Louie is the SOLE judge of the correctness of all answers and the correctness of the scoring of all entries, and is the sole determinor of the winners of Contests. Entrants, by entering, agree to this proposition. No court, arbitrator, or other entity or person may question or second-guess Hong Kong Louie in these decisions. Hong Kong Louie makes his best effort to ensure the integrity of the Contests. In the highly unlikely event he errs, entrants, by entering, forgive his error and forsake recourse.

Hong Kong Louie follows the "official" order of finish, as announced by the authority presenting the competition, immediately following the conclusion of the event. If some future decision causes the announced "official" result to be altered, that decision does not alter the Hong Kong Louie result. Say, for example, that a horse in the Kentucky Derby, or a rider in le Tour de France, is subsequently disqualified several weeks after the Contest because a blood test shows the presence of a prohibited substance. While the horse or rider may be stripped of his position in the record books, the Hong Kong Louie Contest is not affected by this.

In most instances, Hong Kong Louie Contests will require specific rules in addition to these general rules. Specific rules will be published in the Contests' explanations. In a case where general rules and specific rules conflict, the specific rules govern.

Hong Kong Louie reserves the right to cancel a Contest at any time for any reason, at his sole discretion. Reasons may include, but are not limited to, natural disaster, Internet breakdown, server hacking, civil disorder, or conflict of interest. Hong Kong Louie also reserves the right to selectively disqualify any entrant or entrants whom he suspects of treachery or unfair dealing.

The purpose of this and other Rules is to avoid and preclude litigation. Hong Kong Louie is simply giving his money away, and he will give it to whom he pleases. No right or other legal interest arises or in any way may be inferred from participation in any Contest. If this proposition offends you, please do not enter the Contests.

If an instance arises that is not judiciable under these general rules or under specific rules, Hong Kong Louie will craft an ex post facto rule to govern the instance. The goal of such rules in all cases is reason leading to fairness. Hong Kong Louie is the sole and final arbiter of these and all other rules.
